Lithuania rose two places to 16th in the global Rule of Law Index, LRT reported, citing the World Justice Project. The 2025 index ranked the country 18th among 143 countries.

Lithuania had held 18th place from 2021 to 2025. In the European Union region, it ranks 12th among 31 countries.

The index is based on surveys of more than 154,000 members of the public and 3,600 legal professionals and experts. It assesses eight criteria, including limits on government powers, absence of corruption, fundamental rights and enforcement of laws.
