Lithuania ends flood preparedness phases as water levels recede

Lithuania’s National Crisis Management Centre (NKVC) has lifted the first and second phases of flood response after successfully managing rising water levels, the government announced on Wednesday.

With water receding across most of the country, authorities declared the flood control operation a success. Prime Minister Inga Ruginienė praised the coordinated efforts of institutions, municipalities, and residents, stating: “This flood again showed that by working together, we can manage even complex situations. I thank all involved for their focus—coordinated action and responsible preparation helped minimise potential consequences. This is how our state crisis management system should function.”

The flood response began in early February, when the NKVC unified responsible agencies and municipalities, conducted tabletop exercises, identified risk areas, and implemented preventive measures. On February 25, the government approved a national flood risk management plan to ensure unified coordination, public safety, and protection of critical infrastructure.

As conditions worsened in Šilutė district, the first phase—enhanced monitoring and pre-positioning of resources—was activated, followed by the second phase, which included temporary protective measures, targeted evacuations, and intensive rescue operations. With water levels dropping rapidly in recent weeks, affected areas have shrunk, allowing authorities to conclude the operation.

Local governments in Šilutė and Pagėgiai districts have also lifted their states of emergency related to the flooding.
