RKAS orders shelter plans for up to 400 buildings

Estonia’s State Real Estate AS, known as RKAS, will commission sheltering plans for up to 400 buildings at an estimated cost of 520,000 euros, ERR reported.

The plans will initially be prepared for buildings with a net floor area of at least 1,200 square metres, as required by a regulation approved by the government in spring. RKAS owns around 200 buildings of that size, but the procurement also allows plans to be prepared for smaller buildings.

RKAS Director of Administrative Services Priit Valk said plans for smaller buildings would be addressed after all buildings covered by the regulation had received their plans.

The procurement will also include assessments of the buildings’ sheltering capacity, proposals for adapting the rooms, guidance for the people responsible for organising sheltering and instructions for building users. Sheltering routes must be marked according to requirements, and building users must be trained.

The procurement does not cover reconstruction work. According to Valk, any adaptations will be carried out through separate procurements after the sheltering plans are completed.

Under the regulation, the plans must be completed by July 1, 2027, while construction work related to adapting the rooms must be completed by July 1, 2028. Valk said meeting these deadlines would be an ambitious task.
