Lithuania’s Cabinet on Wednesday approved the country’s policy programme for its 2027 presidency of the Council of the European Union, LRT reported, citing ELTA.
The programme was drafted by the Foreign Ministry in cooperation with other ministries and institutions. It says the EU will face geopolitical, geo-economic and democratic challenges during Lithuania’s presidency. Its slogan is “A functioning and united Union.”
The five priorities are a secure and resilient Europe, EU enlargement, a strong and innovative European economy, internal security and democratic resilience, and a socially responsible and healthy Europe.
Strengthening European security is identified as a central goal. Lithuania plans to promote member states’ readiness for deterrence and NATO collective defence, ensure long-term support for Ukraine, strengthen the EU defence industry and protect the bloc’s eastern border. The programme also sets out support for Ukraine and Moldova’s integration into the EU and increased pressure on Russia.
On economic policy, Lithuania aims to improve EU competitiveness, encourage innovation, strengthen economic security and develop trade partnerships. It will also continue work on the EU’s 2028–2034 multiannual financial framework, with the aim of aligning it with the bloc’s needs and helping it address emerging challenges.
The programme also focuses on internal security, democratic resilience and countering foreign information manipulation and interference. Its social policy goals include building a socially responsible and healthy Europe.
It outlines planned activities and intended results across the 10 Council configurations. Lithuania will hold the rotating presidency in the first half of 2027, taking over from Ireland and later handing it to Greece. The three countries form an 18-month presidency trio.
