Universities warn service volunteers could intensify competition for state-funded places

Latvian universities are increasingly concerned that more young people completing voluntary military service could intensify competition for state-funded study places, LSM reports. The number of places does not automatically increase as more service members become eligible for them.

Under the law, volunteers who complete the State Defence Service and are discharged to the reserve can seek state-funded places in first-cycle studies at state universities and colleges after completing secondary education. The measure was introduced in 2023 to encourage young people to volunteer. It does not apply to those conscripted into service.

Volunteers also receive a higher monthly payment during their service: 600 euros, compared with 300 euros for conscripts. About 500 service members have so far used the opportunity to study in a state-funded place.

The places are currently provided within the budgets approved for universities, and competition is not a concern everywhere. Universities are calling for a way to accommodate both high-achieving students and young people who have completed service in state-funded places. The issue, according to the report, requires a joint solution involving ministries, universities and parliament.
