Estonia opens 195 million euro weapons and ammunition tender

Estonia’s Defence Investment Centre has launched a tender for weapons, ammunition and components, with training and lifecycle support included. The procurement could be worth up to 195 million euros, ERR reported.
The tender covers 40 mm and 23 mm weapons, as well as 76 mm, 40 mm and 23 mm ammunition. Ammunition types include models, training and practice rounds, and live rounds with both lethal and non-lethal effects.
The products must be made in EU or NATO countries and be in standard use by their armed forces’ conventional units or special forces. Products that are currently being introduced into service by EU or NATO forces are also eligible.
The tender is divided into five lots. Three ammunition lots have a combined estimated value of 145 million euros, while the two weapons lots are valued at 50 million euros. Framework agreements for each lot will run for seven years.
Under the draft contracts, sellers may request an advance payment of up to 30 percent of a contract’s value, but the Defence Investment Centre can refuse. If a seller receives an advance payment but fails to meet its obligations, it must promptly repay the amount, including value-added tax.
The centre will accept bids until November 13.
