A prosecutor said MP Antanas Nedzinskas acted dishonestly by submitting other people’s receipts for expenses while serving on the Trakai District Municipal Council. The Vilnius Regional District Court’s Trakai branch finished hearing the civil case on Monday, LRT reported.

The prosecution is seeking 5,105.44 euros from Nedzinskas for alleged unjust enrichment, plus annual interest of 5 percent and legal costs, to be paid to the Trakai District Municipal Administration. Prosecutor Miglė Lukoševičienė asked the court to grant the claim in full.

“The circumstances of the case clearly show that the defendant acted dishonestly. He did not incur as much in expenses as the receipts he submitted,” Lukoševičienė told the court. She said council members must claim only expenses incurred while carrying out their duties.

The claim concerns expenses from December 17, 2020, to April 14, 2023, when Nedzinskas served on the council. The Trakai District Municipal Administration is participating in the case as a third party.

Former Grendavė eldership head Saulius Janulevičius testified that Nedzinskas was active in the district, helping residents and visiting older people. Nedzinskas’s lawyer, Karolis Kaklys, argued that council members were not required to keep travel logs or declare where they had gone, and said it was not realistic to expect them to recall everyday journeys in detail. He also asked the court to seek clarification from the Supreme Administrative Court of Lithuania on whether the municipality’s rules complied with the Law on Local Self-Government.

Nedzinskas told the court he disagreed with the claim. A pre-trial investigation over fuel receipts paid for with other people’s payment cards was discontinued on November 25, 2025, because Parliament had not given consent to prosecute him. The prosecution says the civil claim also includes the sum identified in that investigation.
