Developers plan eight-storey rental building beside Tallinn bus station

Property developer Liven and rental housing developer and operator Lumi Capital are planning an eight-storey rental apartment building beside Tallinn bus station, Estonian public broadcaster ERR reported.

The building is planned for a 5,092-square-metre property at 48 Juhkentali Street and will include an underground car park. Business and service premises are planned for the lower floors, while rental homes will occupy the upper floors and face the courtyard, Liven said.

Apex Architecture Bureau designed the project, which is scheduled for completion at the end of 2027.

“More and more people want to live in a well-designed, high-quality home even when they do not plan to buy one,” Liven chief executive Andero Laur said.

Lumi Capital partner Martin Rekor said demand for rental homes was high in central Tallinn, where few purpose-built rental apartment buildings had been constructed.

The property was still used as a bus parking lot earlier this decade. In October 2022, Liven terminated its agreement with bus station owner T Grupp and announced plans to build an apartment building there.

T Grupp chief executive Airika Aruksaar told ERR at the time that the arrangement was not sustainable and threatened the existence of Tallinn bus station. T Grupp also asked the Ministry of Finance to initiate a national spatial plan to determine whether the bus station should remain in its current location and whether the parking lot owned by the developer should continue to be used for buses. The state saw no reason to initiate the plan.
