Government formation compared to assembling a football team without a coach

Negotiations for a new coalition government in Lithuania remain unresolved, with key positions still undecided, LRT reports.

After a week of talks, the third social democrat-led coalition in succession has yet to finalise its structure. The Democratic Party, now the second-largest potential ruling party, has secured three ministries—more than its seat count in parliament would typically warrant—after initially pushing for four. The Social Democratic Party (LSDP), left without alternative partners, conceded to the demand.

While coalition partners have agreed on policy priorities, with family support at the forefront, the most pressing unresolved issue is the prime ministerial candidate. Current leader Ingrida Šimonytė’s potential replacement by Mindaugas Sinkevičius remains unconfirmed, leaving the coalition in a state of limbo. “It’s like assembling a football team but not yet appointing the coach,” one observer noted.

Democrats have emphasised the need for influence beyond ministries, including leadership roles in parliamentary committees. LSDP chair Sinkevičius acknowledged that some proposals, particularly on family policy, carry significant budgetary implications. “These are not abstract ideas—they have a concrete cost that would require taxpayer funding,” he said.

Rumoured ministerial allocations for the Democrats include environment, agriculture, and energy, with health also mentioned. However, LSDP members stress that no final decisions have been made. “Why must we offer the same positions as before? Maybe we have other intentions,” said LSDP faction member Rasa Budbergytė.

Democrats have expressed frustration over the lack of clarity on the prime ministerial candidate, which they argue has complicated negotiations. “In past coalitions, the future leader was much clearer at this stage,” said Linas Kukuraitis of the Democratic faction.
