Lithuanian parliament begins deliberations on Aleksandras Radčenko as Seimo controller

The Lithuanian Seimas has begun considering the candidacy of Aleksandras Radčenko, a legal advisor to the prime minister, for the position of Seimo controller, as proposed by parliament speaker Juozas Olekas, LRT reports.

Radčenko, who currently serves as an advisor to Prime Minister Inga Ruginienė, presented his priorities to lawmakers on Monday, stating that his focus would be on small and medium-sized businesses if appointed. He emphasised his political independence, noting his past work with leaders of differing political affiliations, including former Prime Minister Gintautas Paluckas and ex-Seimas Speaker Viktorija Čmilytė-Nielsen.

“The appointment of a dedicated Seimo controller for small and medium-sized businesses could address existing issues and improve the business environment,” Radčenko told parliament. He added that the role could extend beyond its direct mandate, allowing the controller to engage in legislative processes and propose amendments to laws affecting business regulation.

The parliamentary committees will examine Radčenko’s candidacy on April 23. If approved, he would become the third Seimo controller, a position reinstated to investigate complaints related to potential misconduct in public services for small and medium enterprises. The other two controllers, Erika Leonaitė and Jolita Miliuvienė, currently handle grievances involving state institutions and municipal bureaucratic abuses, respectively.

Last December, lawmakers rejected the candidacy of Nerija Stasiulienė, a Vilnius city council member, for the same position. Opposition critics accused Speaker Olekas of insufficient scrutiny in previous nominations, including that of Rasmina Čepkauskienė, whose qualifications were questioned.

Radčenko holds a master’s degree in law and was among the founders of the Polish Discussion Club in Vilnius in 2014. His professional background includes roles in the Ministry of Justice, the Ministry of Economy, and as deputy director of the Legal Department of the Government Chancellery.
