A prosecutor has opened an investigation into an alleged assault on a teenage girl in Plungė after police initially declined to investigate, LRT reported, citing the General Prosecutor’s Office.

The incident took place on October 5 during a conflict between teenagers. Police initially classified it as a possible breach of public order, an offence carrying criminal responsibility from the age of 16. On October 14, officers decided not to open an investigation because those allegedly involved were younger than that age.

Klaipėda District Prosecutor Liudmila Paulienė overturned the decision after reviewing the initial evidence, saying police had not established all the relevant circumstances. She opened an investigation into a suspected breach of public order involving violence.

According to the complaint, three underage girls pulled the victim’s hair, knocked her to the ground, beat her and threatened her at a school sports ground in Plungė. Initial information indicates that more than a dozen other minors watched and filmed the incident. The girl’s mother reported it to the Plungė District Police Station.

Investigators will examine the girl’s injuries and assess the harm, identify everyone involved and establish their actions and roles. They will also check whether the violence may have been planned in advance and whether others helped organise it.
