Russia has not achieved its strategic objectives, despite President Vladimir Putin leaving them unchanged, retired Major General Meelis Kiili told ERR, pointing to recent Ukrainian gains in Donetsk region.
Ukraine has reportedly recaptured more than 100 square kilometres in the direction of Lyman. Kiili said the operation showed that Ukrainian forces could seize the initiative in some sectors, but did not mean the entire front was about to move. The front had shifted back and forth, he said, and Russian forces continued to advance when they found weak points.
Kiili praised the Ukrainian operation, known as Vivaldi, for its preparation and secrecy, describing it as a well-executed example of classical manoeuvre warfare. Ukrainian forces had integrated different military branches and new drone capabilities, which provided air cover and supported ground manoeuvres, he said.
He described Ukraine’s 3rd Army Corps as one of the country’s top formations, with a range of military capabilities, special forces, drones and advanced electronic systems. Kiili also highlighted its command structure, which he said differed from Russia’s.
Kiili said recent problems with Ukraine’s military satellite communications could disrupt command and control. If communications fail, forces may need to revise an operation, find alternatives or abandon it, he said.
The Starshield system did not work on devices moving faster than 160 kilometres per hour, Kiili said, confirming that it could not be used for interceptor drones in those circumstances. He said the issue underscored the risks of relying on communications systems provided by others, and argued that European NATO allies should develop alternatives rather than depend solely on the United States or any one individual.
