Riga has expanded support for people experiencing homelessness as colder weather sets in, increasing shelter capacity, extending overnight opening hours and stepping up outreach, LSM reported.
Since October 1, the city’s night shelters have been open from 6 p.m. to 8 a.m. The city is also increasing checks of places unsuitable for living to find and help people staying outdoors.
Riga has six shelters, where an average of 520 people currently spend the night each day. Demand for warm clothing has risen, particularly for men’s jackets and trousers. Men make up about 80% of shelter residents, said Aldis Strapcans, deputy head of the Riga municipality’s Social Services Department for Adults.
Shelters provide basic services, including laundry facilities, showers, kitchens and meals at soup kitchens. They also arrange activities such as handicraft sessions and film evenings, which are intended to help people regain confidence.
Strapcans said people may lose their homes after the death of a relative or a family breakdown, and because they can no longer afford to maintain their home. Such circumstances can contribute to excessive alcohol use and make it harder for people to support themselves financially.
Residents who see someone sleeping outdoors, including in a courtyard or an abandoned shed, are urged to call 112 if the person appears helpless. Cold weather can be dangerous even when temperatures are above freezing, Strapcans said.
