Climate ministry reshapes deputy secretary role for Kivinurm

Estonia’s Climate Ministry has appointed Katry Kivinurm as deputy secretary for European Union and foreign relations, reshaping an existing post previously focused on green reform, ERR reported.

Kivinurm will take up the position on November 9. The ministry said a senior civil service selection committee operating under the Government Office chose her, and the minister confirmed the decision. Climate Ministry Secretary General Marten Kokk said he had previously worked with Kivinurm at Estonia’s Permanent Representation to the European Union.

The deputy secretary will represent Estonia’s priorities in shaping EU policies and legislation and strengthen international cooperation. The role also includes supporting the transition to a greener, more competitive economy, coordinating national climate adaptation efforts, and promoting cross-government cooperation on environmental and climate awareness.

Kivinurm currently serves as deputy head for Coreper I matters at Estonia’s Permanent Representation to the EU, where she leads the Coreper I team. Her responsibilities include energy, climate, environment, transport, the internal market, industry and digital policy. The deputy secretary’s term is five years.
