Prime minister pledges extra funding to stabilise Liteko II
Lithuania Lithuanian Prime Minister Mindaugas Sinkevičius has pledged to allocate additional funding this year to stabilise the country’s new court information system, Liteko II, LRT reports.
Sinkevičius did not specify the amount, but the National Courts Administration has identified an additional need of about 1.5 million euros.
“We see the situation as problematic,” Sinkevičius said during the government question session in the Seimas. He said he had asked the finance minister and the government chancellor to assess the need and was politically prepared to provide assistance this year rather than wait for 2027 budget allocations.
The prime minister said the chairmanship of the Council of Judges had briefed him on problems that emerged during the replacement of the court information system. He said not everything had gone smoothly with the supplier and that the previous Liteko I system might have continued operating for longer, but the current problems now had to be addressed.
The National Courts Administration said the additional funding this year would be used for bonuses for court employees facing increased workloads during the initial operation of Liteko II. It also said funding was needed for information technology specialists and cybersecurity.
From 2027, a further 1.1 million euros would be needed, according to the administration. Nearly 640,000 euros would fund a core team of information system specialists and two IT adviser positions, while about 460,000 euros would cover system maintenance and development.
Liteko II has experienced disruptions since its launch in early June. Between June 1 and the end of August, 169 highest-priority and 141 high-priority incidents were recorded. Most have been resolved and implemented, or are awaiting verification and implementation.
The system was developed by Proit, which was later added to the list of unreliable suppliers over circumstances related to the upgrade of the Family Social Support Information System. Novian Pro currently oversees the system’s operation.
Liteko II is used to organise court proceedings, distribute cases, manage data, exchange information with other state data systems and registers, and provide electronic court services.
