Government plan targets upgrades to at least 1,000 shelters

LRT reported that the government plans to modernise at least 1,000 shelters by the third quarter of 2028, while also upgrading the public warning system and strengthening protection for critical infrastructure.

The plan calls for the shelters to become more resilient and, in some cases, be adapted for people with disabilities. The Interior Ministry would be responsible for implementing the measure, with municipalities taking part.

The government also aims to ensure shelter space for 63 percent of the country’s population. The figure was 56 percent in 2025 and 58 percent at the beginning of July this year.

By the end of 2027, the Fire and Rescue Department’s public warning system is expected to be modernised through the creation of an integrated multi-channel warning platform.

The plan also calls for stronger protection of important state facilities and critical infrastructure on land, in territorial waters, and in inland and border waters by the second quarter of 2027.

It also includes expanding threat prevention capabilities and improving the state’s preparedness for crises and emergencies. Shelter modernisation is one of the measures under the government’s first priority, “Protecting the population from external threats.”
