Tallinn strategy centre launches 840,000-euro marketing tender

Tallinn’s strategy centre has announced an 840,000-euro tender to find a partner for marketing and public information services, ERR reported.

The centre’s 21-member communications department already handles similar work. Its digital communications sector has six employees responsible for managing and developing the city’s online channels and social media. Another five work in multimedia, covering the city’s photography, video and design needs, as well as technical support for press conferences, recordings and other multimedia projects. Eight employees handle media relations, alongside a department head and an administrative specialist.

The supplier’s work is expected to include digital media products such as posters, social media advertisements and videos, as well as physical materials including city maps, brochures and flyers. It will also prepare strategic documents such as marketing and campaign plans, along with creative work including messages and advertising copy.

Joonas Paas, head of digital communications at the strategy centre, said the services would supplement rather than replace the centre’s communications and marketing work. Different campaigns require different skills, he said, while the volume of work varies, making it impractical to keep all the necessary specialists permanently on the city’s staff.

Centre employees will set campaign objectives, target groups and key messages, and oversee implementation, Paas said. The three-year framework agreement will allow the centre to order campaign planning, advertising copy, design work, and the production of printed and digital materials according to specific assignments.

Much of the work commissioned under the agreement will be related to tourism, including marketing Tallinn as a travel destination in domestic and foreign markets, Paas said.

The tender also covers marketing campaigns and creative concepts with design solutions and advertising copy, marketing strategies, print and digital media materials, design work, videography and audiovisual solutions. The list is not exhaustive.
