Elektrilevi to invest €500 million in network by 2028

Estonia’s largest electricity distribution network company, Elektrilevi, will invest about €500 million in developing its network between 2026 and 2028, ERR reports. The investment will fund approximately 3,000 kilometres of weather-resistant network and about 1,200 new substations.
The programme covers the development of high-, medium- and low-voltage networks and the strengthening of regional connection points, the company said.
The largest near-term projects include reconstructing the 35-kilovolt overhead line between Läätsa and Kihelkonna on Saaremaa, upgrading medium-voltage lines in Tallinn’s Mustamäe district, renewing the Valjala-Kallemäe line and upgrading the medium-voltage network of the Kohila-Nõela feeder. The work will also create additional network capacity for new connections.
“When planning investments, we look at the big picture across Estonia, relying on the electricity network development plan and the network data we have collected. We always target investments at areas with the biggest problems in network quality,” Elektrilevi CEO Mihkel Härm said.
“The electricity network must be ready for rising consumption, the addition of renewable energy and increasingly difficult weather conditions. Every upgraded substation, strengthened connection and kilometre of line made weather-resistant helps reduce the impact of outages on customers and increases the network’s capacity,” he added.
About 26 percent of Elektrilevi’s network assets have exceeded their expected service life and are considered outdated.
“Over the years, we have managed to maintain ageing infrastructure well through maintenance programmes, but this cannot continue indefinitely. Since electricity is the foundation of our lives and the economy, it is vital to keep this infrastructure up to date and invest in network development,” Härm said.
Elektrilevi invested €308 million in Estonia’s electricity network in 2024 and 2025. Major completed projects include a 35-kilovolt undersea cable between Hiiumaa and Saaremaa, a new regional substation in Jõgeva, and upgrades to the medium-voltage feeders between Sikassaare, Pihtla and Arsa on Saaremaa.
Elektrilevi has 533,000 electricity network service customers. Among Estonia’s larger areas, only Narva and its surroundings are outside the company’s service area.
