Kaunas updates basement shelter rules with clearer funding and application process
Kaunas City Council has approved revised regulations for installing and upgrading basement shelters in apartment buildings, introducing clearer procedures for resident applications, funding allocation, and priority assignments, LRT reports.
Under the updated rules, the city will expand financial support for measures including emergency exits, backup power systems, drinking water supply, and wastewater solutions—features intended to improve safety during extreme situations. “We want as many Kaunas apartment buildings as possible to have not just formally designated, but fully functional shelters,” said Deputy Mayor Andrius Palionis in a statement.
The changes also mandate a second emergency exit in buildings where none currently exists. If structural constraints prevent this, alternatives such as emergency tunnels, hatches, or escape shafts must be installed. Residents may now apply for funding to reinforce building structures, install protective window covers, and fit fire-resistant doors.
Eligible upgrades include autonomous power systems (with external connection points), drinking water storage, wastewater management, and dedicated storage spaces for safety equipment, medical supplies, and emergency tools. Ventilation systems, emergency lighting, and exterior security measures for entrances and stairwells are also covered.
Kaunas allocates €100,000 annually from its budget for basement shelter improvements in multi-apartment buildings. The city emphasizes that resident consensus on desired solutions remains a prerequisite for funding approval.
Palionis noted that while secure basement spaces are critical, residents must also independently prepare essential supplies such as water, food, first-aid kits, communication devices, warm clothing, and sanitary items.
