Prosecutor says both objective and subjective evidence examined in Rupšys dental fraud case

A Lithuanian prosecutor has stated that both objective medical records and subjective testimony were thoroughly examined in the criminal trial of former defence chief Valdemaras Rupšys, who stands accused of fraudulently obtaining state-funded dental implants, LRT reports.

State prosecutor Stanislavas Barsulis of the Vilnius Regional Prosecutor’s Office confirmed during Tuesday’s hearing that the court had reviewed comprehensive evidence, including medical documentation of Rupšys’ visits to various specialists, diagnostic findings, and X-ray records. Prosecutors also cited expert assessments of Rupšys’ dental condition.

The case centres on allegations that in July 2022, Rupšys—then commander of Lithuania’s armed forces—sought treatment from military medical service odontologist Šarūnas Ratkus, claiming a duty-related injury. Ratkus, now co-defendant in the trial, is accused of falsifying medical records to justify covering the cost of Rupšys’ dental implants with defence budget funds.

Prosecutors argue that Ratkus deliberately altered Rupšys’ outpatient card to misrepresent the nature of his dental issues, undermining trust in military officers. Rupšys is further accused of violating his oath of service and damaging the reputation of Lithuania’s defence institutions.

Both defendants deny the charges, which include abuse of office, document forgery, and complicity in fraud. Barsulis is preparing to propose sentencing for Rupšys on the final day of proceedings.
