Residents of Vilnius’s Žvėrynas, Žirmūnai and the Old Town report the highest levels of satisfaction with their local administrative districts, according to a 2025 municipal identity survey.

The overall satisfaction rate with residential areas in the capital stands at about 80 per cent, the study found.

Vilnius Chief Architect Laura Kairienė said the survey provides a tool for city planners, communities and businesses to shape future development with each district’s specific character and residents’ needs in mind.

“It opens new possibilities to create attractive, identity-rich neighbourhoods that are culturally and socially vibrant,” she said in a statement released by the City of Vilnius Municipality. “I see this as an ongoing process that incorporates the knowledge and experience of Vilnius residents.”

The survey identified key features of each district. Verkiai and Antakalnis are noted for their historic landscapes and greenery, while Grigiškės, Pilaitė and Lazdynai are valued for their proximity to nature. The Old Town is described as an architectural treasure and cultural hub, and the New Town is linked with dynamism and innovation. Pašilaičiai, Justiniškės and Fabijoniškės stand out for well-developed infrastructure and convenient access to daily services. Vilkpėdė is highlighted as a rapidly changing district evolving into an innovation hub. Meanwhile, Naujoji Vilnia and Grigiškės are recognised for their strong local communities.

The analysis drew on municipal data, national census figures, resident surveys, crime statistics and media monitoring, according to the city’s statement.
