Belarus has refused Lithuania’s request to extradite Antanas Kandrotas, known as Celofanas, who was sentenced to prison in Lithuania, LRT reported.

The Justice Ministry informed Kaunas Regional Court of the decision by Belarus’s Prosecutor General’s Office. In August, after receiving a request from the court, the ministry began extradition proceedings and formally asked Belarus to hand Kandrotas over.

Kaunas Regional Court issued a European Arrest Warrant for Kandrotas on June 29, 2026. Deputy Justice Minister Martynas Dobrovolskis said Lithuania had taken all available measures to ensure Kandrotas serves his sentence. The warrant allows him to be arrested if he enters the territory of the European Union or its partners.
