Estonia’s Supreme Court has declined to hear Nordic Shield Group AB’s appeal against a tender for concrete bunkers on the country’s eastern border, allowing the State Centre for Defence Investment to continue the procurement, ERR reported.
Armin Siilivask, the centre’s project manager for the Baltic Defence Line, told ERR that the tender process would proceed according to schedule. The centre hopes to sign a contract with a successful bidder by March 2027, after receiving and assessing bids and holding negotiations.
Nordic Shield Group challenged requirements in the tender’s qualification stage, particularly the production quality standard and required ISO certificate. The centre said the certificate submitted by the company did not meet the tender requirements.
Estonia aims to install 600 concrete bunkers on its eastern border as part of the Baltic Defence Line by the end of 2027. The State Centre for Defence Investment launched the tender in 2025.
