A prosecutor has launched a pre-trial investigation into an alleged assault on a minor in Plungė after police initially declined to investigate, LRT reported, citing the Prosecutor General’s Office.

The incident took place on October 5, when a conflict broke out among teenagers. According to the complaint, three minor girls dragged the victim by her hair at a school sports ground, knocked her to the ground, beat her and threatened her. Initial information suggests that dozens of other minors watched and filmed the incident.

The girl’s mother reported the incident to the Plungė District Police Station. A police investigator initially classified it as a possible breach of public order, an offence carrying criminal liability from the age of 16. On October 14, police decided not to open an investigation because those allegedly involved were younger than that age.

Klaipėda District Prosecutor Liudmila Paulienė overturned the decision after reviewing the initial material, saying police had not established all relevant circumstances. She said the fact that the minors allegedly involved were below the age of criminal liability did not remove the need for a thorough assessment.

The investigation will examine the victim’s injuries and assess the damage, identify everyone involved and determine their actions and roles. Investigators will also check whether the alleged violence was planned in advance and whether others may have helped organise it.
