Archaeological surveys are expected to delay the completion of plans for a redevelopment area in central Tartu until the middle of next year, ERR reports. The preliminary studies, due to begin soon if the weather permits, are among the reasons the draft detailed plan needs revisions.
The Holmi quarter covers about three hectares around the former Atlantis nightclub. Its land is owned by the state, the city of Tartu and private owners. The city launched the planning process two years ago to consider new buildings and public recreation areas.
The draft layout was completed this summer, based on the winning design, “Jakor,” by a joint team from Artes Terrae and Peeter Pere Architects. The city has since proposed several changes, said Tartu city architect Jiří Tintera.
One key discussion has been landscaping. The city decided to preserve the linden-tree avenue on Raatuse Street, which the initial proposal would have allowed developers to replace. On Narva Road, the existing avenue would be replaced with new trees to bring buildings closer to the road and create a more enclosed street space.
The arrangements for underground parking are also unresolved. The city has proposed allowing up to two underground levels and connecting underground sections of some plots. It is also asking the planners to present different options for a parking entrance, which Tintera said could significantly affect the building layout.
The quarter contains an archaeological layer characteristic of Tartu’s medieval and early modern suburbs. Heritage requirements call for surviving archaeological remains to be mapped. The preliminary surveys will involve up to four test pits, intended to identify valuable layers before buildings are placed. More extensive archaeological studies would be required if construction proceeds.
The preliminary survey results are expected by next spring. Current forecasts put completion of the detailed plan in the middle of next year.
