Ukrainians brace for a hard winter, Estonia’s ambassador says

Estonia, Ukraine, winter

Ukraine is preparing for a difficult, cold winter, but people do not expect famine, Estonian Ambassador Tiina Intelmann told ERR. She said Russia was trying to make the season as unbearable as possible for Ukrainians.

Intelmann said Russian attacks on Kyiv have taken place both day and night. The security situation is complicated by fast drones and missiles, including ballistic missiles, she said, adding that she is concerned about her team’s safety.

Air-raid alerts have become frequent, with three or four alarms during some nights, Intelmann said. She believes people who can access shelters should consider sleeping there rather than repeatedly getting up to take cover.

Russia is seeking to frighten people in Ukraine’s rear areas and drive them from cities, possibly to other countries, Intelmann said. She described attacks on civilians, energy infrastructure and water systems, as well as warnings from Russia’s Foreign Ministry urging diplomats to leave, as part of a campaign of intimidation and pressure.

Kyiv is already experiencing electricity and water outages, but residents have prepared, she said. Some have independent power systems, while households need to store water.

Intelmann said Russia’s threats of nuclear war should be taken seriously but should not cause panic. Ukraine’s economy remains stable, and the country can feed its population, she said. However, Russian attacks have destroyed warehouses holding food and medicines, including imported supplies. Ukraine is limiting the quantities it brings in and may need to keep essential reserves in other countries, she said.

Intelmann, who has also represented Estonia at the United Nations, said Ukraine had high hopes during the recent UN week and delivered a strong speech, but received no major promises. “The UN’s best years are behind it. I don’t know where the organisation will go next,” she said.
