Pro Kapital, property, Tallinn

Tallinn will pay Pro Kapital €1.3 million in compensation for land taken for transport use at Ülemiste tee 5, Mayor Peeter Raudsepp said, according to ERR. The court ruled that the compensation set by the city in 2023 was insufficient.

Three years ago, Tallinn City Council decided to divide the property into separate plots and acquire the plots designated for transport use. It set compensation at €110,651, which was paid to the property’s owner, Pro Kapital.

Pro Kapital challenged the decision in court. Raudsepp said the court upheld the company’s complaint and annulled the council’s decision on the compensation amount.

The court found that the city had based its calculation on an incorrect assessment of the building rights, Raudsepp said. Tallinn is prepared to pay the €1.3 million ordered by the court. The city government has changed the allocation of its reserve fund and set aside money for the Tallinn City Property Department.
