Municipalities to receive 40 million euros for flood protection

Latvian municipalities will be able to access 40 million euros to reduce flood risks, address flood damage and strengthen infrastructure against extreme weather, LSM reported. The government approved the programme on Tuesday, September 29.

The funding will support infrastructure projects in towns and villages, including the construction, reconstruction and renewal of open and closed stormwater drainage systems, hydraulic structures and shared municipal drainage systems. Projects may also include green and blue infrastructure, such as creating wetlands in populated areas, establishing runoff infiltration zones and reinforcing riverbanks.

Municipalities will also be able to buy and install equipment and technology needed to respond to flooding, including small-capacity pumps and generators to help socially vulnerable households maintain essential services during extreme weather.

Of the total funding, 35.5 million euros is earmarked for infrastructure projects and 4.5 million euros for equipment and technology. Municipalities can receive support for up to 85% of eligible project costs, rising to 90% for municipalities along the eastern border.

Municipalities may apply for projects in towns and villages and work with other municipalities, municipal companies or public-private companies. Projects can run for up to 60 months. The application period will last at least three months from the launch of the competition, which the Environmental Investment Fund is due to announce within 10 working days after the relevant government regulations take effect. Funding will come through the Emissions Auctioning Instrument.
