July tax revenue rises by 52.3 million euros year on year

More than 1.35 billion euros in taxes was paid into Estonia’s state budget in July, 52.3 million euros more than a year earlier, ERR reported, citing the Estonian Tax and Customs Board.

The increase was driven mainly by value-added tax, which brought in more than 404 million euros, up 52 million euros year on year. Retail and wholesale trade and the construction sector contributed the most.

The Tax and Customs Board said the increase also reflected a low comparison base. The standard value-added tax rate rose on July 1 last year, and collections in the following month were lower than usual.

Personal income tax revenue remained stable compared with recent months, but fell by 24.6 million euros year on year to more than 246.5 million euros. The decline was influenced by changes to the tax-free income system at the beginning of the year.

The wage bill grew by 5.8 percent over the year, lifting social tax revenue to 460 million euros, or 26.6 million euros more than a year earlier. Corporate income tax revenue fell by nearly 11.7 million euros to about 76 million euros, as fewer dividends were declared than in July last year.

Fuel excise revenue exceeded 50 million euros, up more than 2 million euros year on year. About 3.1 million litres of petrol and diesel entered consumption in July, 3.1 percent more than a year earlier. Tobacco excise revenue reached 24 million euros, while alcohol excise revenue was about 22.9 million euros.

Consumption of spirits was 7 percent lower and beer consumption 2.8 percent lower than a year earlier. The Tax and Customs Board said this was still influenced by stockpiling of spirits and beer at the end of 2025, before excise rates increased.

Tax arrears totalled 348.1 million euros as of August 1, 2026, including 44.7 million euros in deferred payments. Arrears fell by 3.3 million euros in July, with individuals accounting for a 2.1 million euro decline and companies for a 1.2 million euro decline.

The number of tax debtors fell to nearly 62,300 by the end of July, about 16,400 fewer than at the end of June. The decline included both individuals and companies, but was largest among individual taxpayers.
