European Public Prosecutor’s Office to investigate RKIK and Datasel transactions

Estonia’s State Prosecutor’s Office has found grounds to open criminal proceedings over transactions between the State Defence Investment Centre and Datasel, ERR reported. The investigation will be led by the European Public Prosecutor’s Office.

Chief State Prosecutor Astrid Asi said the State Prosecutor’s Office analysed information published in a National Audit Office report and in the media. The information provides grounds to investigate whether a crime may have been committed in carrying out the transactions.

“Since the possible violations concern the use of funds managed by the European Union, we also discussed the circumstances with colleagues at the European Public Prosecutor’s Office. We concluded that the case falls within the investigative jurisdiction of the European Public Prosecutor’s Office, which will therefore lead the investigation,” Asi said.

At the same time, the State Prosecutor’s Office will continue criminal proceedings launched in 2025 to examine circumstances described in the National Audit Office’s report.

That investigation is focused on whether accounting obligations may have been breached in the organisation of reporting and accounting in the administrative area of the Ministry of Defence, and whether there are grounds to suspect that documents were concealed or destroyed, Asi said.

The State Prosecutor’s Office is also analysing other information in the National Audit Office’s report that is unrelated to the Datasel transactions.
