Estonia offers Eesti Post for sale at 52 million euros

Estonia is putting 100 percent of the shares in state-owned Eesti Post up for public auction with a starting price of 52 million euros, ERR reported on Friday. Bids must be submitted by November 27.

Eesti Post operates under the Omniva brand, serving customers in all three Baltic states and maintaining an international logistics network in more than 10 countries. The company reported revenue of 155 million euros in 2025.

The sale is based on a government decision of April 6 approving the proposal by the Minister of Regional Affairs and Agriculture to sell the shares through a public auction.

Minister Hendrik Johannes Terras said the sale would reduce the state’s exposure to business and investment risks and give the company better opportunities to attract investment, improve service quality and strengthen its competitiveness.

“The state’s role in postal services should primarily be regulatory, rather than providing services through ownership of a company. The delivery of letters and home delivery of periodicals will remain guaranteed after the change of ownership, because the requirements for universal postal service and the obligations to provide postal services arise from the Postal Act,” Terras said.

In recent years, Eesti Post has shifted from a traditional state postal service towards international logistics services. Universal postal services accounted for 5 percent of the company’s revenue in 2025.

Under the Omniva brand, Eesti Post has grown into a logistics company serving all three Baltic states and competing with other companies mainly on the open market and under commercial conditions. The auction aims to find an owner capable of developing the company and investing in the competitive logistics and parcel market.

The state will remain responsible for policymaking and supervision in the postal sector. The Postal Act sets quality and accessibility requirements for universal postal services, and the Competition Authority monitors compliance. The requirements include delivering letters and periodicals to homes five days a week and maintaining at least one post office in every county.

The auction is being conducted by advisers to the Ministry of Regional Affairs and Agriculture: Superia OÜ, Redgate Capital AS and Ellex Raidla Advokaadibüroo OÜ.
