Police seek charges against neurologist over sexual acts against nine patients

Latvia’s State Police have recommended prosecuting neurologist Leonīds Viškers over alleged sexual acts against nine female patients, LSM reported. The women have been recognised as victims.

Police said the alleged offences took place between 2020 and 2024 in the doctor’s practice, where he allegedly used hypnosis methods during consultations and, against the women’s will, carried out sexual acts to satisfy his sexual desires. The acts involved physical contact and allegedly took advantage of the patients’ trust and helplessness.

The State Police opened criminal proceedings in January 2025 after several women reported possible criminal conduct by a doctor. Police said their accounts contained similar details.

Viškers was recognised as a suspect in September 2025. Authorities imposed precautionary measures banning him from approaching specific people and from holding a particular position.

On August 25, 2026, the State Police submitted the case to the Riga Eastern Prosecutor’s Office, recommending that criminal prosecution be initiated against the suspect.

Police thanked the Health Inspectorate for supporting the investigation, as well as journalists from the Baltic Centre for Investigative Journalism Re:Baltica and Latvian Television for sharing important information.

Re:Baltica previously reported that eight women had told one of its journalists about what they described as unacceptable conduct by Viškers. According to the patients, the neurologist harassed them verbally and through unwanted touching, using his status and their trust. The doctor denied the allegations.
