Estonian postal company Omniva has redirected some customers’ parcels to pickup points tens of kilometres from their selected locations this summer, ERR reported.
Although a three-euro customs duty introduced on July 1 for goods ordered from China and other third countries has significantly reduced the flow of parcels into Estonia, parcel lockers in several places have still been overloaded.
When a locker is full, delivery companies often redirect parcels to another nearby locker. Omniva, however, has sent parcels ordered to Tapa to Rakvere, 35 kilometres away, and parcels intended for Treimani village to Häädemeeste, 20 kilometres away.
Lylian Peek, Omniva’s head of distribution and postal network operations in Estonia, said the company redirects parcels to handle large volumes and provide faster service. Omniva sorts about 200,000 parcels a day, she said, with 0.8 percent redirected.
Based on that figure, about 1,600 Omniva customers a day do not receive their parcels at the location where they ordered them. Customers can choose a first and second preference for their favourite parcel lockers, Peek said.
Other delivery companies also redirect parcels. Janek Kivimurd, commercial director of DPD Estonia, said the priority was to deliver parcels to the locker selected by the customer. DPD redirects about 1 percent of shipments when a locker unexpectedly fills up or has a technical problem, he said. In such cases, parcels are sent to the nearest locker, which in DPD’s network is no more than 1.5 kilometres away.
Customers in Tallinn have also experienced unexpected redirections. Tarieli Lipartia, who runs a business on Telliskivi Street, said he had previously collected parcels from a locker on Sõpruse Boulevard. His most recent parcel was sent to the Tallinn department store, even though Omniva has post offices closer by in Kristiine and at the Arsenal Centre.
Lipartia said he asked Omniva for an explanation but the company could not provide a reason.
