Lithuanian municipalities propose underground infrastructure for security and daily needs

The Lithuanian Municipalities Association (LSA) has called for the development of multi-purpose underground infrastructure to strengthen national resilience, combining everyday public use with emergency preparedness, BNS reports.

In a meeting on Thursday, local authorities proposed creating underground facilities—such as shooting ranges, shelters, training spaces, sports and leisure areas, and parking—that could serve both civilian and defence needs. The concept draws on Finland’s long-standing model of dual-use underground structures.

“We need solutions that benefit people daily but can instantly become critical security assets,” said Mantas Varaška, mayor of Kazlų Rūda, in a statement. “This is a long-term investment in state and societal resilience.”

The LSA urged the government and relevant ministries (Defence, Interior, Environment, and Finance) to develop a unified framework for designing and funding such projects. Proposals include standardised technical plans adaptable nationwide and exploring EU funding or expanding existing civil defence programmes.

To advance the initiative, the association recommended forming a cross-agency working group with representatives from the government, ministries, and LSA.
