Lithuanian president nominates Tomas Davulis for Constitutional Court chief justice

Lithuanian President Gitanas Nausėda will submit Tomas Davulis’ candidacy for chair of the Constitutional Court to parliament, state news agency BNS reported Wednesday, citing sources.

Davulis, currently a justice on the court, was first appointed to the role in 2023—also on Nausėda’s recommendation. His nomination follows the end of Gintaras Goda’s term as chief justice. Justice Vytautas Mizaras is serving as acting head until a permanent replacement is confirmed.

Under Lithuanian law, the nine-member Constitutional Court renews one-third of its justices every three years. The president, the speaker of parliament, and the chief justice of the Supreme Court each propose candidates, with final appointments made by the Seimas.

Before joining the court, Davulis served as dean of Vilnius University’s Law Faculty for a decade. His potential appointment comes amid a recent rotation of justices: Artūras Drigotas, Artūras Driukas, and Haroldas Šinkūnas replaced Goda, Daiva Petrylaitė, and Janina Stripeikienė this March.
