Lithuanian parliament approves Kapčiamestis military training ground despite opposition criticism

The Lithuanian Seimas on Tuesday approved legislation establishing a new military training ground in Kapčiamestis, despite objections from opposition factions, LRT reports.

The bill passed with 102 votes in favour, 10 against, and 5 abstentions. Opposition came primarily from the “Nemuno Aušra” (Dawn of Nemunas) faction, where only two members supported the measure, seven voted against, four abstained, and five did not participate in the session.

Defence Minister Robertas Kaunas argued the facility is necessary due to Lithuania’s expanding military, including plans to grow professional forces from 13,000 to 20,000 troops and establish a national division by 2030. He noted existing training ranges are operating at full capacity and cannot accommodate NATO exercises.

The 12,000-hectare site—roughly the size of Kaunas—will include 13 homesteads purchased for state needs. Owners will receive compensation exceeding market value, with additional payments of €52,000 per property and over €5,000 per plot. Businesses like kayak rentals and hunting clubs may continue operating, while affected residents have five years to relocate with a €25,000 incentive.

Critics, including MP Aidas Gedvilas, questioned whether the project addresses urgent security priorities, citing a recent drone incident in Varėna district. Kaunas acknowledged delays in air defence upgrades but stressed the need to strengthen ground forces.

The government aims for the training ground to be fully operational by 2030.
